Brought home my 05 V8 last week and when I put my kids in the car to take a ride, I realized there were three seat belt straps, but only two buckle clasps. There was no way to buckle the middle seat strap!

Now, I'm assuming the previous owner removed it, although I'm not sure why, but before I dig any deeper I thought I'd raise the question here.

Please correct me if I'm wrong, but is it not standard to have three seat belts with all parts included in the rear seat? If so, why would one want to remove one?

You should have 3 buckles for the rear seat. So you have lifted the rear seats and folded the seat backs down so it creates a flat floor but you still didn't see the buckle?
Exactly. I see the vacant space right next to the other one (left side rear passenger) but no buckler. Weird!
 
Mine gets stuck under there quite often after I lift the seats back up. Make sure you're lifting the bottom cushion and tipping it forward towards the front seats. Do this to the passenger-side rear seat, and you should be able to see if the other one is somehow detatched or AWOL.
