Does anyone know if re-programing certain things, like the seat belt chime, is possible without the use of a VAG-COM? I was recently told that this type of programing exists for other makes of cars:

Has anyone heard of anything like this for VW's? Any of you VW service techs, or VAG-COM programmers know about anything like this?

Not that I am aware. The Ross Tech Cable and software is well worth the cost if you plan to own your VW for any length of time. You can do your own scans before you go to the dealer as well as print out a copy of the scan for the dealer if need be. You can save yourself money at the dealer by doing scans yourself. I really value my cable.
