Yes.
I extracted all of the oil I could get from my 2012 Treg and replaced it with the correct amount and verified with the test dip stick.
Rather, more accurately, I put in 8 quart and added more until the dip stick read correct and it took the correct amount of oil.
SO...
I assume so.
I know that with my old 2002 Prius it actually pulled the oil out below the level that would drain from the drain plug.
I extracted the oil and then pulled the plug and nothing came out and I had to stick a little finger in the drain and dip down to contact the small amount of oil remaining
I haven't tried that yet with the Touareg.
Do you attach the hose to the top of dipstick housing or insert a tiny hose inside all the way to the bottom?

I insert a tiny hose inside all the way to the bottom. You've have to create an airtight seal between the hose and top of the dipstick if you tried to do it that way. The easiest way is to make sure the tube is fully submerged under the oil level, which will create an airtight seal.

The extraction method seems simple and the filter is right there. With oil at 22 bucks for a 5 quart jug at Wally World seems like ultra cheap and easy maintenance to do, sent back my Fumoto valve. I do not know any techs who think 10 k oil changes on any car is prudent. The more I talk to them with timing chain problems on many cars arising with these extended service times to make folks think maintenance costs on new cars have gone down. Anyone have the link to the 18 dollar test dip sticks again? I could be wrong about all of this its JMO maybe 10 k oil change recommendations from VW is accurate never knew them to mislead anyone.

Well, like I said, I don't have an opinion on what you should or shouldn't do other than pointing out that without objective verification of the numbers anything else is simply opinion. Maybe it's informed opinion but no one here owes you the truth nor will anyone be responsible to you for the impacts of their opinion so believing it for no other reason than it being written on a forum seems strange to me.

I can't speak about those "techs" that are giving you advice. VW hasn't ever had shorter intervals on their TDIs so there has been no change to give customers the impression they would be saving any money with "longer" intervals. My '98 Beetle had a 10K oil change interval. The VR6 was the same way as were all the gassers from that generation--so that's been VW's recommendation for at least 20 years now. The same vehicles in Europe have even longer intervals. Conspiracy theories about VW trying to save on warrantied maintenance and hide costs from customers just doesn't withstand any serious scrutiny.

I don't know which oil you're thinking of putting in your Touareg but I own a business license for my side shop and buy it in bulk and I still pay more than $22 per 5L by roughly double. If you're saving money by using off-spec oil then I suppose the least you should do is change it more frequently but that seems like false economy to me. VW does call for shorter intervals under extreme conditions (it's not actually in the "manual" though, but rather in the "Warranty and Maintenance" pamphlet, which should be a major hint as to how VW views and approaches its vehicles' OCI recommendations) but if you use the extreme recommendation for average freeway driving conditions that then begs the question of what you use when you're in stop and go, short traveling, towing, and dusty climates? Would we then start using 3k changes or 1k?

I would stay with the correct VW oil spec. There are usually a lot of choices in the correct spec. You can find the list by googling "vw approved oil list" It is often hosted on the Audi site, but it is an official VW list.

The only oil that is hard to locally source is the original V10 spec for the non DPF V10 engine. That oil is rare in the USA.

As far as oil change length, we don't have access to most of the long life oils that are available in Europe. Also, when the oil change says XX months or YYYY miles, we usually ignore the XX months part in the USA.

It does not cost much to change the oil before 10,000 miles. It costs a lot to fix if any of the common problems that could be due to waiting too long for an oil change.
