Contact YRKTREG on here, for $50 he will send you the latest NAV map update to download which fixes the problem. All you need is a 32GB SD Card to do the install, but he will send you the instructions. Well worth the money for not having to deal with VW service in my opinion.

Make it a condition of sale. Test Drive, point out the deficiency, and tell them how it can be corrected, if need be.
Either they eat get reimbursed, they get burned and eat it, or they jack the price up to cover it.
Most dealers will have you sign a we owe/you owe us sheet. Make sure the issue is on there.

Another happy '16 TDI owner here. My local VW dealer updated the mapping software and, lo and behold, the voice command function works! The service manager was reluctant to believe this was the answer a couple of months ago. I sent him a link to this Club Touareg message string and let it brew for a while. Then, when I called to schedule the AdBlue heater recall I asked him what he had found about the voice command issue. Apparently, VWOA minions have finally agreed that this is a solution and paid for the map database upgrade. Thanks, Club Touareg!
