"No signal" means that control module does not respond. Control module does not have power or is dead. I assume that nothing has been done with car, so wiring should be ok.
First of all check fuse box on the left side: fuse F2 (first row, second from right) with 30A current.

Did you install the factory Eberspaecher heater? If not, no NAR Touaregs came with them, so you have a CAN gateway coding error.

I'll be checking on the fuses this evening. I have not installed any heater other than what came OEM with it. Not sure if there is a CAN gateway error when I scan, but I know I have an issue with heating because I am getting no cabin heating. AC works fine. Good thing this didn't happen in the middle of winter 🥶

no NAR 2011+ Touaregs came with an auxiliary heater. So you shouldn’t have one installed unless you or someone else installed it.

Isn't there is an electric auxiliary heater to help warm things up faster on the Gen 3/4 3.0 Tdi which attempts to fulfil the role of the diesel powered heater fitted to Gen 1/2 cars.
There is an electric grid heater in the HVAC box, but it’s simply a relay coil triggered by the HVAC panel. It is not labeled an auxiliary heater

Well, that's that. Definitely there is no fuse on F2. So it looks like there is no auxiliary heater control module. Now, why its showing up in the scan... no idea. I had not seen the error in previous scans back from like 2018 which is when I last had to scan.
Thanks for the clarification. One thing I found wierd is that there was also no fuse in F32 "(15A) Air conditioning AC". Not sure if some have it while some don't?

I'm going to clear codes and see what shows and what doesn't. Still no idea why my heater is not working 😕

Check the installation list in 19-CAN gateway. There should not be a check beside 18-aux heater.
