I'm pretty sure once the windows program updates you need to hook up the VCDS cable to the laptop and update the firmware for the cable also.
At least this is what I remember from when I last updated the program version.

Edit : I just updated to the newest software version and can confirm that if you have a genuine VCDS cable, once you hit options/test it will open a dialog box telling you that you need to update the firmware for the cable as well. Make sure the cable is connected to the laptop when you do. Test again then save when you're done.

It is tamped Ross Tech VCDS HEX V2

Is there a way I can tell if it is a clone?

thanks
Sometimes the clones are stamped like that as well.
Where did you purchase the cable from?

This is false. I have a clone cable that I purchased for $30 years ago. Always works perfectly fine, always been able to update software to the latest version.
You must have gotten a good clone cable. I purchased one originally because it was half the price and had unlimited VINs. The one thing they emphasized was not to update anything with it or it would no longer work.
What they failed to mention, or maybe didn't know, was that it corrupted certain files for some modules that the modules needed.
I quickly ordered an OEM cable and it fixed the files. The company I purchased the clone from returned my money and told me to keep the cable which I still have but don't use.

Seems like the OP has abandoned this thread and now we're just left discussing clone units.

I have not abandoned the thread. I have been watching an learning from all the posters. My original question about addressing the deriver interface is still available to answer.

Maybe something like" install this driver from this site, from someone who is a windows 10 wizard???
Check my edit in post #2. If you have a genuine VCDS cable then it will help you.

ok, it looks like I have a clone. I am giving up on it.

Parking the Touareg for now and will look into genuine Ross Tech in the future when my resiliance returns.

thanks to everyone
Glad you got it sorted. You'll definitely be glad when you get your genuine VCDS.
