The T3's of 2011 and 2012 in North America do have the ability to be coded to close the windows via the key fob if you have VCDS.

Group 46 Convenience, and check all the Bytes 0, 1, and 2 and you will see that one of the squares can be checked off to close the windows.

Always write down and log/save your original settings when in VCDS.
This is an after the fact edit, as I found the solution to this today, on how to get the windows to also roll down via the KeyFob.

Turn on your key, do not start, turn on infotainment center (radio) and press Car > Systems > KeyFob > then go in and check the box in front of Front Windows and Rear Windows. This information is on page 54 of the 2012 Owners Manual. Or just watch this video on how it's done.

Niner, this thread was started by someone who had a T2 and all replies to the OP stand in this thread. No way to do it in the T1 or T2 Touaregs at all. The T3 was not around when this thread was started.

Yes, and when I did a search for Remote Windows, this thread popped up in the search function, based on the title.

Edit or remove and relocate as your wish. Or create a T3 Windows Key Fob Activate sticky how to?
