On my '04 TDI the headlights are useless. You can barely see whats ahead of you. I swear a bicycle lamp puts out more light. If I turn the high beams on, they help but only a tiny little bit. One thing I noticed is when I turn the headlights on, there is no change in the light output between day time running light mode and headlight on mode. Any advice?

There is no difference when the xenons burn for headlights or drl's ---- the xenons only burn at one intensity.
You may want to see if your lights are aimed properly... because my xenons are awesome.
