I'm 185 to 190 cm tall so I have the front seats adjusted as low as possible. Especially when driving to allow me to almost see under the internal rear view mirror.

I've recently realised that the passenger seat appears to be capable of going lower than the driver's seat. Is this my imagination or is it a true observation. If it's the latter, can I make my driver's seat go lower than the factory setting so that I can see under the rear view mirror? It would make my driving view much better.

On my 7p the seats adjust the same. Try raising yours fully up then down again this may free up the mechanism.

Check that you have a clean track. Something like a coin stuck in there will do this.
