I've had my V-10 for about 8 years and have always had braking problems. The previous owner had replaced the master cylinder, I know this because I replaced it and could tell someone had already done the job. I've bled and flushed the brake system using the VCDS program. The brake pads and rotors have always been in great shape.
I had a similar problem with a TDI Beetle and decided to clean the sensors and it cured that problem. A few days ago I did the same on the Touareg and it completely solved the problem.
Pictures in sequence are: 1 - before removal, 2 - before cleaning the sensor (some sort of eye), 3 - after cleaning (this was by far the cleanest one, the others were completely caked over), 4 - after reinstall.
There's a breathing gap around the sensor nipple which may allow it to be cleaned with a pressure washer, but I doubt it.
It's possible to remove them without removing the wheels, but much easier when you have access. They are pretty well stuck in the cast iron holes.
I'm going to clean these every 5-10k miles because I do a lot of off-roading.
The moral of the story is, if your brakes suck, clean these.
I was amazed how much better they work, I can make rapid stops now with very little pedal pressure. It's a pleasure.
