My favorite on a dark night all alone on the road driving (like at 2am).
 
If you are asking why it can't be done on the T2 is because they have different headlights then the T1's did and we don't have the middle halogen passing high beam. So therefore 6 light salute is not possible at all.

It is highs, passing and fogs at the same time.
It is a lot of light in the darkness

To late to edit my last post but after more reading I found out the passing lights are the inner bulbs.

The strange thing is that on my Touareg, the inner bulbs and outer bulbs both come on when the turn signal stick is pushed forward or pulled back. The fog lights are extinguished when this happens.

Is this normal?

Normal on yours because apparently you don't have Xenons and the inner bulbs are your high beams. Fogs normally only run with low beams anyhow.

How can I get the fogs to stay on with the outer lows and the inner highs on at the same time for the "6 light salute"?

Currently my VAG COM code is 0100446
 
That is because when you disable the DRL's and have the option in the MFI they are not really DRL's anymore when you select the option. I noticed this on my 04 when I did it and selected the option in MFI. They turn on all the lights reguardless of where the light switch was. I tended to run my switch in auto though, so idk if that was why as well. I never figured it out and never really gave it much thought since I never selected the option in the MFI.
 
Passing lights are the inner set of headlamps on a Treg, which only come on when flicking the light stalk, and go off when the stalk is released. In Europe, it is common to signal drivers being overtaken in this way. These were installed by VW because the T1 Xenon shutter mechanism was not responsive enough for this use.
T2 ('08 - up)vehicles do not have passing lights.
