I had the same thing happen to my 2011 executive earlier this year. The problem was the steering lock module. This is tied into the immobilzer system and the Kessy.
Solution was replacement and coding of a new module. It is up on top of the steering column.
 
I have 2004 7L R5 with almost 600000kms on the dial and had all sorts of spurious issues when the CCM (Comfort Control Module) died - it was corroded all over the ICB- one being not starting every time. I changed the CCM out for one from a 2006 7L which had the last supercedure -(VW no longer make them to suit 7L's) It fixed the issues I had but brought some new ones; interior lights no longer work, rear hatch and tail gate no longer electrically operate, but wiper does just to name some known ones. I'd go for what selten6 has suggested first but if that don't work I'd head to the CCM. It's buried in the rear R/h inside quarter panel on top of the wheel arch, a helluva thing to get to; rear seat latch, window sill, trim etc. etc.
I have got mine booked in to the mechanics to get the VAGS unit onto it to update the CCM with the vehicle which hopefully will solve the issues. I took it to them last week but apparently I need the old one for them to tell the car what was there so it can identify the new(replacement) one and serialise everything to it. Who knew VW were so smart!!!!
