Non-self-leveling HID headlights are generally illegal and grounds to fail inspection. I'm not saying anyone is actually checking, but last I checked, that's the rule. The aftermarket stuff is dodgy at best when it comes to the rules.

I'm sure it matters what state you live in, but in WV, they basically slap a sticker on your vehicle and send you on your way.
Now if old man Byrd could just get West Virginians some cars worthy of all that pork pavement he's put in out there, we'd have a point of pride! ;)

Inspection in Texas varies widely depending on what city you're in. Emissions counties can be real sticklers, and some rural areas are about the same as what you mention -- "drive up and honk" to pass.

I would venture a guess that the wiring harness is different as well. Leave the exisiting housing, make sure you adjust the horiz/vert properly and place the bulb correctly with shade at the six o'clock position.

I've written about this many times on this forum. Unless something was changed in the 2009-2010 rule book(and someone PLEASE tell me if has been updated), the DOT doesn't mandate headlight washing systems, and automatic headlight LEVELERS on HID equipped vehicles, strange as it may seem, from an authority that has been strict on things, that never made sense on in the past.. The ECE on the other hand does mandate those two features. Don't get me wrong, on these kind of issues, I'm with the ECE on this one.

If you are still skeptical, and don't feel like looking it up, then go look at a.....(thinking here....), say a 2005 Mazda CR-7 SUV crossover thing or whatever its called. Find one with oem HID, and you will notice the following. No AUTO headlight adjusters, and NO headlight washing system. BUT, here's the catch? It does have MANUAL headlight adjusters inside the cockpit, which in all honesty, I truly AM slightly envious about :cool: and wish the Touareg did have this neat little manual feature here in North America.



 
Yes, I'm aware of ECE Regulation 48, regarding self-leveling headlamps. I'm not sure your native country plays to this any more than mine does. I've owned more than a half-dozen cars with HID lamps, and all of them self-leveled -- Touareg, Cayenne, a few Mercedes, a BMW, etc. I suppose some of the cheaper manufacturers that have adopted HID have put them in fixed, given anecdotal evidence above.

Here is a general summary of U.S. DOT regulations on bulbs themselves, which I'm pretty sure don't apply in Canada. A rule of thumb is that anything without the DOT stamp isn't legal. Find me a DOT stamp on most of those eBay kits... :rolleyes:

There's a reason the packages all say "off-road use only." Given all the chatter we've seen about banning HID down here, I'm rather surprised we haven't adopted a standard on leveling yet. That said, I was also unaware that a few OEMs were so cheap as to leave the feature off. Germany seems to have gotten it right for us -- though we all know that's just because it's cheaper to make one part for the whole world than to dumb the system down for U.S. exports. Love those economics...

:DMy 05 tdi has the manual light adjusters, maybe it is a European thing very handy when carrying loads:clap::clap:
 
Certainly in Europe you must have headlight washers and auto levelling to comply with legislation, but loads of people are fitting HIDs conversions on cars without these items and no one seems to bother even when they go for the Ministry of Transport test required when the car is 3 years old and annually thereafter.
