I just got the brakes on all four wheels done on my '14 TDI, at 31K miles. Brake job went fine (along with completing the pending recall service), but setting the electronic hold drove the service guys nuts.

Evidently they had to call VW engineering, who provided a software patch to get everything working. So it must've been a known problem.

Just posting here in case someone here has the same problem. It might save you three days of driving around in a rental car (which was a Passat for which the dealer paid the rental fees).

Especially in a TDI! I changed mine at almost 60k because it looked like they were getting thin, and they easily had half the pad material left on them! If they were actually worn out at 31k something else might be going on.
