So I replaced the harness pig tail because voltage would drop and move around just by touching it. Fixed it by splicing in a new pig tail. But my voltage was still low, took out the fuse panel under the hood the one that supplies the all the power for under hood electric, I noticed the wire from the fuse to the connector was dropping power, moved it around cleaned the terminals and I was back at 10 volts, I noticed the under hood jumper connecting point was gross looking and not delivering 12 volts to the actual fuse, cleaned that up and Presto had battery voltage.

If it was a block it wouldn't refuse to attempt output test. There's an electrical issue here.
Walk me through what you did, step by step.
What fuse did you first check?
