The only thing that I think is actual physical blockage or leak? But I feel like the manual is describing this as a power issue not a leak issue.
So either you didn't check\confirm power & ground, or the components resistance.... otherwise, it should pass no?

So which of the things you've claimed to have done, have you not done?

So I replaced the harness pig tail because voltage would drop and move around just by touching it. Fixed it by splicing in a new pig tail. But my voltage was still low, took out the fuse panel under the hood the one that supplies the all the power for under hood electric, I noticed the wire from the fuse to the connector was dropping power, moved it around cleaned the terminals and I was back at 10 volts, I noticed the under hood jumper connecting point was gross looking and not delivering 12 volts to the actual fuse, cleaned that up and Presto had battery voltage.

No idea... I wasn't there, I didn't do any of the testing.
You could have a crappy meter, a good meter with crappy probes, a combination of those, or bad wiring..... not getting anywhere to the correct value (and the fact that it still doesn't work or that the controller won't run output tests on it) would be a red flag for me.

What do you think?

I agree I think I need to re check all the power.
