I just replaced mine - looked just like the one in the picture - the kind folks who backed into mine didn't leave a note with insurance info, no flowers, nuthin'....
The chromed soft plastic trim plate has slots that hook on locking tabs on the leading edge (toward the cargo area) and tabs that slip under a lip on the trailing edge. Carefully using a cutoff wheel, I split the old one in half from side to side - not going all the way through the plastic - but enough that it split easily. The trailing edge comes right off, but the tabs that slip through the slots on the leading edge proved tough. Use some car wash soap to help them slip free. I then cleaned the entire top surface of the bumper since it trapped mud and dirt where the tabs go, and then installed the new one - starting on one side placing pressure on the trailing edge to get the tabs under the lip and slipping the leading edge into the lock tab slots - working across to the other side - the car wash soap was also a helpful component with the installation process.
VW dealers list parts on an OEM parts website with nice discounts if you shop it around.
