if not, I will create a new one..
I have exactly the same problem, same touareg (2015 V6, just received yesterday !)
the armrest is broken in the same way as Deli's one.
since I do not know how to remove the other armrest which is not broken(to see exactly what is missing and try to reproduce the parts) I'm asking to the community ...
with the 2 rings, how did you replace the armrest, and is it locked ?

Once the glue dried (24 hours) I then greased the brass rings, fed the steel rods through the rings and then it was all working again. The armrest is NOT locked. It operates as it should.

thank you for your reply.
I was curious to see how was the armrest before break, and I tried to remove the non broken one (right side, passenger for me in France) but unfortunately I broke half of the poor plastics walls inside too !
they seem to be very fragile.
so now I must repair both. but once I will have done one, it should be easier to do the second.
I have started repairing, and at the same time I'm building a document with photos, I hope it will not be too big once converted in PDF, I will post it as soon as possible.
it may help many people.
