On my 2010 BMW X5 xDrive 35d, I definitely noticed when it went into regen; my MPG (analog) gauge while at steady highway speed would DROP from around 30 MPG to close to 25 MPG for about 10 minutes.

I've had my "fixed" 2012 Touareg TDI a while now, and I have yet to see such an MPG drop!
Anyone else notice one?

Regens can be active or passive.... depending on the condition of everything and your driving habits\patterns, you won't always notice them. There will be MPG drop when an active one is triggered.
