He called his regional field representative and made a face-to-face appointment. Matters of this nature should be dealt with in person, as human nature typically allows for walls (arrogance, etc.) to break down when seeing another human in person.
I suggest you schedule a face-to-face with the regional rep.
Also, take your post here, throw it into a word processor (MS Word, etc), spell check it, then mail it Certified (or any method that requires a signature) to VWoA, the BBB (www.bbb.org), and your dealership.
Those are the first steps to getting issues like this resolved.
