It really varies from state to state. Most often, it's a fifth wheel pulling a trailer. I've seen a fitfth wheel pulling a Jeep pulling wave runners in Colorado. Not sure that was legal. Legal or not, it's probably not a good idea. How much does each trailer weigh, length, etc and how far do you need to tow?
 
Damn, that is one hell of a pit BBQ trailer. With that much weight and length to start, you are going to be hard pressed to tow safely with yet another 15 feet (or more) behind that and still meet weight limits. After a little searching, looks like Texas does not allow tandem trailer towing.

Evan, on second look, Texas does allow tandem towing (aka double towing aka triple towing).

TEXAS: Maximum RV width 102 in.; maximum motorhome length 45 ft.; maximum trailer length not specified; maximum RV height 14 ft.; maximum length of two- or three-vehicle combination 65 ft. Speed limit for travel trailers: 60 during the day, 55 at night, unless otherwise posted. Overnight parking in rest areas is allowed (up to 24 hours). RV Safety Requirements: All trailers except fifth-wheels: safety chains. Trailers over 4,500 lbs.: trailer brakes, breakaway switch, flares and mirrors. I still haven't seen text limiting whether a bumper pull trailer can pull another trailer of if that is limited to a fifth wheel.
