Yep, the factory HIDs are D1s bulbs using 35W ballasts. I have no idea what you got sold, but I bet there's nothing HID about them. Did you get the transformer ballast (box) with them? H7 is a type/size of bulb, but not what comes in the HID-equipped Touaregs.
Just find a total-loss TReg somewhere and buy the whole lighting assemblies out of it. Then you'll get the right housings and projector lamps, the ballasts, the self-leveling mechanisms (required to be legal in the U.S.), etc. Putting an HID bulb in a non-HID housing generally results in a poor lighting pattern since the two types of lamps have very different locations and shapes of light output.
