Have this annoying issue with driver door window. One touch works only for going down, for raising window you have to hold it...Tried to reset by holding for 5s when window is up, tried fully going up and down for 3 times. Though in my opinion the reset/reprogramming should be needed only if the one touch doesn't work at all.
For all the other door windows one touch function works fine.
 
I know on my '11 you can feel a distinct click when the switch is pulled all the way up to the one touch position.
I'm wondering if you might have a bad switch section for the one touch up feature for the drivers window.
The part# is 7P6959857 for the switch ass'y. You could go new OEM or new aftermarket. Aftermarket is cheaper in price but I'm unsure of the quality long term.

Thanks for the suggestion, though you can definitely feel the click on the drivers switch as well as on all the rest switches. To change of the whole assembly could be the only solution here. Thanks for part info.

Wonder if ross-tech tool would show something, any suggestion where to look for it?

On my 2010, I have modules for the doors that show up in my scan. So if you have them, I would start there. Otherwise, try to find something that makes sense as far as a module that could control the windows.

I'm not really sure on that one. I don't know how deep and detailed VCDS is able to go with diagnosing a partial bad window switch.

Sorry for late reply, I haven't actually found a solution, but I am guessing whole window control cluster in driver doors is the issue, at least from my personal experience it was the issue on a volvo I once had.
 
I know this thread is old but rather than post a new one, I can add to this one with the solution.

The rocker switch has two small tabs where it pivots, and the tab is broken on one side. This is what I found was the case on i mine. The exact same symptoms as the OP, driver window express switch would not work up, but all other function as OK. After I ordered a new replacement (knockoff switch cluster 7p6959857) from Amazon, it takes less than ten minutes to replace.

Pop the armrest up using a plastic trim lever from the rear of the door. Then disconnect the electrical connector. There are 6 small tabs holding the switch cluster in the armrest, use small screwdrivers ( 2 ) ) or thin plastic trim levers to carefully pop it out, this was actually the most time consuming part of the repair.

Pop the new switch into place, connect the cable, then pop the armrest ack into place. That's it.

I paid $14 for the switch. rather than $145 for VW OEM. It functions the same, but the tactile feel is actually better than my original window switch. The two detents for express or just manual motion are easier to find by feel. On my OE switch I would always click past when I wanted to crack a window open, it would express open down, miserable annoyance. Glad it broke actually, LOL.
 
I can't believe somebody hasn't mentioned the most basic and obvious. Perform a relearn operation. Press and hold the window down button until it goes all the way down and then hold it for another 5 seconds. Pull and hold the window up button until it rolls all the way up and then hold it for another 5 seconds. You just conducted a basic settings for the window programming. Only in VAG products will you see this bull crap. Let us know if it works after.

Good point, but the OP mentioned in post #1 that the re-learn was tried.

Yes I agree, the relearn probably won't work on a broken switch. I Relearn did not work on mine either. Replacement of the entire driver side switch unit is the solution. mine was 11 years old when it failed.
