Sorry for what you're going through there but you need to get that scanner. And looking at what you'll be troubleshooting if you can order one that will cost you less and help you do the diagnosis at your ease. We use vcds over here. Vcds is about 199$ from the rosstech website.

If you have white smoke coming from the engine compartment, you shouldn't need a scanner to track the source of your trouble down.
I wouldn't say that :)
I know what you mean but a scanner will reveal lots of other helpful stuff to understand where it all started.
I put the wrong link above. See how this member had an issue and was able to move forward in the right direction with the scanner.

 
Looks like the same thread above. Depends on the type of scanners you might not see all the errors. If it is the starter then you should have a code reported by the engine module. Was that implemented in your version of the Touareg I don’t know. I find it strange that the scanner didn’t report any issues !

Check this file.

Torque specs. There is no 3.2 FSI on the Touareg by the way. It's just for the 3.6.

6-cylinder 3.2 l and 3.6 l FSI engine
