Use VCDS to check the list of installed modules.
Enable it if it is not already enabled.
Do an autoscan to see if it picks anything up.
It's very possible like others have suggested that you are dealing with a ziptie from a previous butcher.
 
Because pressure sensors are very expensive, and the tires need to come off, and even changing the batteries is costly if you don't do all this yourself. It's hard to justify dropping another $500 or more to have your recently installed tires ripped off the wheels, have your sensors serviced\replaced, have the tires remounted\rebalanced, just to get rid of the error on your dash..... many people would just uncheck the option from the list of installed features and disable it.... that is FREE.

Clearly you as the subsequent buyer didn't look for that option, so they saved themselves a few $$$ by not doing it.
I'm almost certain that this is supposed to come up during an inspection though, because I believe it's a law in most places that you have a TMPS if your vehicle is newer than 2006 or something.....
 
Well to start with I could not find the TPS, but following instructions above I looked at the steering wheel switches on the right side again and by golly there is the forth button! Right there on the bottom of the group with a series of lines across it!!
Push that button and you get readouts on several different things. At the top of the list is TIRE PRESSURES!!!
Near the bottom is Digital Speed!!!!!
It is there on my 2012 TDI Exec.
You guys kill me sometimes.....
