Today after getting fed up with years of parasitic battery leach I got my multimeter and connected it in line with the battery terminal and clasp after about a hour till I figured out how to properly put the car in sleep and checking fuses I found that the problem is with the windscreen wipers and after putting everything together I tried to start my car everything got power but the engine didn't crank and the dash didn't light up after that I double checked every fuse tested them and discovered that the 12V outlet fuse was blown but I can not determine if it happened now or in the past and I promptly replaced it with a new fuze after that I tried a new battery but that didn't help either. Currently I have no access to a diagnostics tool and I've been racking my brain over what the issue could be.

Hello and welcome to the forums.
Could you have put a fuse back in the wrong spot? I know on mine there are some spots with no fuses and I think it would be easy to put a fuse one over in the wrong spot when checking.
