Strangely I have lost my wiper blade operation, and its not electrical. And their is no trouble codes. What could it be?
I have started the troubleshooting.

Any help would be appreciated

A little more info would be helpful.
I assume "lost wiper operation" means that when it is raining they don't go back and forth.
Also, give more details of how you determined it is not electrical. Did you check the fuse? Is there a noise like the wiper motor is running but the blades are not moving? Does only one side of the windscreen get wiped? If so which? How can you be sure the switch on the steering column works or is not disconnected somewhere? Most of these will not leave a fault code in the computer.

Okay I take back the not electrical statement.

Get in Touareg after it was sitting for 5 hours is -10/15 C weather and started it right up no problem. Turn the wiper stock and the wipers go to the service position and move 3" back a forth for my whole commute home 27 km. When I get home I take out VCDS and connect, no fault codes found. Then I go to wiper module and test the wipers and they are still in the service position and test with a 3" back and forth wipe. SO I think its mechanical. So I shut the Touareg off and put a charger on my battery, Its original (5 years old). The charger immediately starts working with a charge light but after 30 minutes is really hot. Must be pumping high amperage into the battery. Wow I thought, that's high current, then my charger gets hotter and shuts off. I think I am having a bad day since my charger just died. Then I start taking the wipers arms off and cover and checked link and motor connections and can't find anything wrong mechanically. So I put all back together remove the charger, and start the Touareg. Hook up VCDS again and went straight to the wiper module and hit the test button again. This time the wiper goes down to normal rest position, I click next and the wiper works fine. I run through the tests five times and everything works perfectly.
I think I need a new battery because its past due.
Do you think I am troubleshooting in the right direction or did I miss something taking everything apart and putting it back together? I cleaned everything I took apart and tried to lube parts too. What exactly needs to be lubed, I just did the bolted connections, linkages? Could it just be the lube?
I am stumped.

I think you may have answered your problem yourself.

5yo battery is due for replacement. Old batteries running low on charge can cause all sorts of weird issues in these VW's. They are very sensitive to the correct voltage.

I would suggest replace battery and probably the charger you have as it sounds like toast. Either that or get it checked out properly. Don't use it (the charger) until you can have an electrician confirm it is safe and operating properly.

Once battery replaced see how it goes. Battery needs to be replaced about now anyhow so nothing lost by doing that.

Charger is fine, I put it on another marine battery and it works just perfect. It is a very good charger, it just protected it self from the bad battery. I put a Midtronics battery tester on my battery today and it failed. I have to go find a battery today, before I screw something up. Electrician's I wonder where I could find one at this hour..

The cheapest place I found for a Touareg battery was actually the dealer. I don't buy much at the dealer, but I was amazed that they were cheaper than everywhere else..... I see you are in the great white north, so I don't know if Canadian Tire would have it cheaper, but don't be afraid to call the dealer and check.....

Transmission was the problem. Thought it was the motor but they call it a transmission. Wipers good again but need a new plastic cover.
