IMMOBIL. ACTIVATED 2003 Touareg V6

I have a 2003 Touareg V6 Petrol 7L. Coming home from work the car would not start at the train station ( I drove it there in the morning). The doors unlocked and when the key was inserted the dash displayed the error message "IMMOBIL. ACTIVATED".

I had the car towed to the local VW dealership in Australia. After diagnosis I was told to replace the KESSI unit. I purchased a brand new unit from a wreckers (It was still in the box from 12 years ago) as it was considerably cheaper (1/4 price) and provided it to the dealership.

They fitted the unit and said that the battery and start authorisation switch had now come up with a fault. I told them to just replace it thinking the saga would be over.

They then came back and said that the steering column needed replacing, I purchased this from a wrecker and provided it (as it was 1/10th the price).

Now they have come back and said that the nation technical guru from interstate has had a look at it and so have the specialists in the national parts department and here is what I have been told:
As discussed over the phone this morning we have replaced your battery and start authorisation switch as they were tested as defective.

We have tried fitting the KESSY control unit and Electronic Steering Column Lock supplied by you, however moving forward, we have diagnosed that the vehicle will require 2 components replaced which will involve replacing the vehicles identity with the following components

KESSY control unit J518 $1398
ECU J623 $2412
Electronic steering column lock J764 $2221
Ignition Keys $1021
Labour $640

TOTAL $7692

I understand using second hand parts can save on costs when carrying out repairs, though unfortunately these parts must have a new identity which is suppled through the Volkswagen parts network.
Similar models from 2003 sell for about $8,000, so by this recommendation the car is uneconomical to repair. So... VW have designed an immobiliser system that they cannot repair. It could just be the key that is damaged, I didn't get a spare when I purchased the vehicle, so I don't know.

It cannot be the case that the car is working fine one day and it's for the bin the next.

Any ideas on what the fault is and how I should proceed? I'm only asking because VW in Australia don't seem to have any idea, and I'm not in a position to spend another $8,000 on testing (in addition to the parts I already purchased (new and old) the (mis)diagnosis fees.
