Reprogrammed new injectors with VCDS. Any way to confirm this?

I believe you should see a Read button and there should be two fields.... stored value and new value or something along those lines.
 
Quit using starting fluid unless you really like replacing engines!
On most TDIs, if you don't get sufficient cranking rpm, the ECU doesn't even fire the injectors.
Going off the top of my head, you need a minimum 295rpm.
You can't even attempt to troubleshoot a Touareg with a weak battery!
Get a strong charger on it... not a little battery maintainer... you need something with guts.... service manual calls for some ridiculous 70A charger spec even when attempting to do module flashes and stuff that's "electrics" only.
 
When I look at fuel rail pressure on the vcds during cranking it caps at 10200hpa, about 150psi
This isn't anywhere close to where it needs to be!
You can look here for values I shared off mine a few weeks ago when trying to help another member out to see just how far you are from where you need to be.

Why did you load another engine into the parts cannon if you didn't confirm that the original HPFP was toast?
If it was toast indeed, what caused the failure?
Did you flush out the lines\tank\system prior to dropping in replacement engine?
 
OK, so since you've already been in the tank and replaced the transfer pump, you need the manual and need to check for pressure getting to the fuel filter canister, and then for flow from the canister\filter to the HPFP. If you're starving it for whatever reason, you will quickly kill this other HPFP as well.
 
If the injectors are dumping fuel, you should've hydro-locked by now....
If the N276 has failed, it would certainly throw codes (you already said no codes) and it would make the engine not start because rail pressure can't be built up for proper injector firing.
 
I'm not sure but I don't like seeing a code under that module. Does the cluster indicate anything about immo or anything? Is your VCDS legit? Why not reach out to RT for support if so?
 
So I just looked at your one log. Your voltage was down to like 9.5 when it actually fired up! And your rail pressure isn't even close! You're not getting enough fuel to your HPFP or it doesn't work You need to check pressure to filter canister and flow rate to HPFP asap.
 
Did you ever check to see if injectors are actually popping? May be clogged being used engine. You have no idea how long it sat and if quality fuel or not was left in. Ran into that before with a ProMaster Diesel. Sat for months. Was towed in and spent days diagnosing. Clogged jectors it was. Best of luck
Whatever the injectors are or are not doing is irrelevant at this point! He has no rail pressure!
