I'm getting a p0657 code. Not sure what to do

I've taken it to the dealer. They stated it was ecm relay. Replaced and no resolve. Had a melted fuse on left side. Got rid of that, still popping up the same code. But the car runs and drives fine. Confused

It's producing a check engine light but I need to get it emission tested. Won't pass with light on.

It's a 2008 touareg 3.6 base model. I've reset the computer several times after making repairs. The only reoccurring code is a p0657. A open circuit. I've had a shop say that the fan might be the problem. After it gets up to 200 degrees. The fan(s) don't come on.

There isn't much information out there. Especially from the dealer. It's seems they want a revolving door to keep people coming back to just make more money.

Wasn't looking for negative comments. Just help. Always tried to do things myself. But electrical issues I have trouble with. I thought I could get some leads here to try. I'm done with this forum.
