As nickyt stated, check the movement of the flappers and make sure they aren’t your problem. If the linkage has only popped off the actuators, try to reconnect them and check operation. Replace them if necessary.
For around $70, Gruven makes nice replacements, but it was also pointed out that there are less expensive options. The difference being, billet links are going to last beyond the life of the engine, and they look cool. But, the choice is yours.
I wouldn’t say your mechanic is padding the bill, it’s quite possible he doesn’t understand the Treg’s vacuum system. It’s fairly complicated;
The intake flap actuators work off manifold vacuum and retract the flappers at startup. They operate the intake flaps to direct airflow based on throttle position to three different planes in the intake manifold. With the engine off the flaps are at full throttle position, retracting on startup.
Additionally, the same vacuum lines connect to the rest of the vacuum system through a series of check and solenoid valves to provide vacuum to the EGR valves and the brake booster. The vacuum pump and reservoir are also connected to ensure sufficient vacuum for proper operation of brakes, engine and so on.
Now, you can explain how the system works to him, Perhaps, he can show you why it might cost $1000+ to replace those actuator links.

Looks like you're going to need a new vacuum pod, due to the bracket being ripped off. Did anyone else look at his picture? The right pod is missing the bottom connection!! That would be the source of the leak.


It also looks like somebody previously knew about it, since I see a bolt stuffed in the Vac hose next to it on the right.

Wow! Good eye! I didn't notice the bracket had pulled out of the bellows.
I also found several places on ebay selling actuators/links like this one
