2013 Touareg OEM Towing Module

Hello!
First post, first time Touareg owner here.


I recently purchased a 2013 Touareg TDI for towing and I'm having an issue with the towing control module. from what I can tell, I have the Factory installed hitch, wiring, and towing module (7P0 907 383 F). The connector does not appear to be active. I took the vehicle into the local VW dealer who looked at it and said if I don't the original paperwork on the towing module it's impossible for him to program. He stated he needs the SVM code and that if I do not have the paperwork I need to buy a new module for them to program it. Does this sound correct?? is there any way for me to get the SVM code he was looking for by looking at my part number? Seems very odd to me that a factory installed system doesn't work out the door and that it's impossible to program.
