Just to add few things, this warrining came after dealer worked on replacing back windows wiper assembley, so I belive they were removing plastic trim from the back.
I took it back to them complaining about it and they dont know what is wrong and they want to charge me for troubleshooting.
By law in California rear fog lights are not allowed to be used.
Is there a connector that is purposly disconnected for US market in the back that tech may of connect by mistake?
 
Only by putting a bulb of the rght wattage in the circuit to draw the correct current and then the system will turn the warning light off.
 
Huh, this makes no sense. You have to not only have the proper headlight switch to even activate a rear fog but also use Vag-Com to code a US vehicle to support it. Unless the dealer recoded your module for this it should not even be checking for an active bulb. Is this a USA vehicle?

By the way, a rear fog light is legal in California but is regulated on when you can use it. My Porsche 911 has one factory and was sold in California. :)

Yes this is a USA model, I do have front fogs and they work fine and are activated with a headlight switch while in a special position dial.
It is all bizzare because the issue apeared just after they fixed my wiper assembley.
As a note, both of my tail brake light were burned and replaced. Not sure if they have anything to do with it.
 
And if i remove the bulb will the warrning stay off?
No. The bulb failure function is permanently monitoring wattage when bulbs are on. When they drop below the expected wattage, the bulb failure light is illuminated.

Anyone who has tried fitting LED bulbs, which draw minimal wattage, will have experienced this unless they fit a resistor in the circuit to "add" wattage to fool the system.

Having said that, if this problem is insoluble in any other way, perhaps that [a resistor] is the rather ridiculous solution.

Ok. got that, but why would this be an issue if my car was never equipped with these bulbs and now suddenly needs them. What changed?
 
No idea.

Your dealer did some work in the area where these lights and the wiring are fitted on the car. Take it back and tell him to fix it.
 
My point above is that you should not have any rear fog light warning regardless of whether there is a bulb in it or not... unless your module was coded for it which the USA models were not from the factory. The dealer who did the work might have accidentally coded your module to turn on the rear fog light option and since you never had a bulb in that space anyways you are now getting the error. Just my best guess...

See the below Vag-Com reference for Touareg's were it calls out the bit number to be changed to turn on the rear fog light option in the Central Electronics module. ;)
