Go to your local VW dealer with the VIN and ask them to print the build sheets, also known as data sheets, for your car.

I would be surprised if you do not have electric mirrors.

Read thisf thread to get up to speed on your new to you vehicle. It might save you money at some point!

 
My 07 has heat at 12, adjust left at 9, adjust right at 3 and fold at 6. (As seen when seated in driver seat). I am fairly certain your 09 would have the same. It could be the fuse is blown, the little belt is broken, the little motor is broken, or even a broken wire or messed up gears.
As previously mentioned, go to a VW Service desk and ask for a printout of your Touareg’s build sheet aka data sheet, it will show specifically what is in your Touareg from the factory. I got mine for free - its 3 pages.
If you plan to do your own repairs and maintenance, or want to do some coding tweeks, invest in a VCDS by Ross Tech And become familiar with it.

To back of the car, horizontal plane. Is there a strong spring locking it?
You are pushing in the wrong direction.

They will fold manually by hand- just push up and inward towards the window (not rearward) on the end of the mirror, pushing upwards at about a 45 degree angle above the horizontal. It will take very little force if you are pushing in the right direction.

They fold in only very slightly... I can't imagine a scenario where folding them would be useful, I think they mostly fold such that they won't rip off if you hit something with them.

I tried, but they are stiff in all directions. Weird, if they are not designed to move.
 
See the diagonal joint there where the white painted part of the mirror ends, and the black plastic in your second photo starts? The (drivers side) mirror rotates counter-clockwise on that joint, such that the outside edge of the mirror moves up and inward at about a 45 degree angle. It really shouldn't take much force, I can do it with a single finger on my vehicle, but maybe yours is corroded or stuck a bit. Perhaps try the other side if the drivers side doesn't work.
 
The problem with mirrors is if they are not frequently used and moved they will absolutely corrode and almost weld into place and that's probably what happened. If memory serves me correctly if you can get that plastic mirror cap off and the glass out you should have direct access to the mechanism and can shoot it up with some WD-40 or something else

Yesterday was my lucky day.
I found out that seized condition is really the cause of the locked mirrors. I was able to release the driver side mirror. The passenger side is like welded to the door. I sprayed WD-40 and waiting for another lucky day:)
