Please tell me what is that .after long journey i found that this strange part has been removed slightly and engine sound strange

Which Part? Please point out what has moved in the photo.

2008 V6 TDI, with the following Retrofitted Items:
ACC, Front & Side Assist, Paddle Shift, Towbar & Trailer Module, Fiscon Bluetooth. Reversing Camera, Front Fog Lamps, Redarc TowPro Brake Controller, T1 Door Warning Lamps, T1 Under Seat Drawer, Alloy Skid Plate, 5ton Winch, Cayenne Front and Rear Sway Bars, Tuned by Oettinger, Retrofitted 6 Piston Brembo Front Brake Callipers, Sports Steering Wheel, TPMS (OEM), Dual Batteries

That is the variable geometry controller link for the Turbo Charger. It changes the vanes inside the Turbo Housing to improve low speed boost. You should not be seeing oil stains on the housing like you have. I would suspect you have a worn turbo housing. Unfortunately VW do not sell repair parts for the Turbos.

Yes ... that lever .... missing metal bracket which stick all together ..

I broke my metal bracket or it was broken somehow. the linkage elbow/lever kept falling out.

Bad news:
The dealer did not sell these separately so I had to buy a kit which contained the arm, metal bracket and I think the small plastic linkage where metal bracket(retainer) sits on that connects to swirl flaps and holds the lower end of the arm. The new arms are a different design; more of a cup rather than open ended like the old ones.

Good news:
Its not an engine out job ; )
Nor a manifold off job. Just slip the old linkage off(coz retainer is already off) and slide new one on and carefully put on metal retainer so you don't break it coz its very thin and brittle. Snap on the arm at both ends and away you go.

Below photo is of old linkage lever and old control arm. Sorry i couldn't find retainer.

Hi Thx i already bought such a set... improved version with "heavy duty" materials .its about 60 pounds in Poland with 3 years warranty
