You need to run a VCDS scan to find out. Find a good VW independent to work on the car and tell you.

VW Touareg models are as follows:
Generation 1: T1 is model 7LA & facelift T2 is model 7L6
Generation 2: T3 is model 7P5 & facelift T4 is model 7P6
Generation 3: T5 is model CR7 [Not available in "VW Atlas" North America!]

Were all 3-4 channels on the readiness good? You will never pass if so. Check with VCDS as stated above.

1) check your catalytic converter to see if it's clogged
2) check your O2 sensors. If the either sensor is weak, replace them both.
3) check your readiness codes with a VCDS. If any of the codes are no set, then you will not pass, but the test results should indicate if that's a problem.
