You will have to find a way of turning the (stupid) locking lever.
Remember it is a "toggle switch", not a nut. You turn it only far enough to unlock the head lamp assembly, nothing further. It catches on a protrusion on the bottom of the head lamp. See the first photograph.
It helps to push the head lamp assy in (hard) with your hand while turning the mechanism.

Once it releases, there is a 'safety' clip on the headlamp which needs to be depressed for the headlamp to come out completely. See second photograph.

PS The previous owner did what you did, and my son and I installed the new tray only this weekend.

Here's a useful link on the UK Touareg site:

Removing headlight unit + changing bulbs - myTreg forums

People get a pair of Molegrips in there and twist that pesky bar that way.

Get some WD40 in there first too.

Otherwise you have to take the bumper off to replace the tray [unless e4Touareg and his son have found a way round that?]

No we unfortunately did not

It is not a difficult task, but involves a lot just to get to the tray.
You have to remove:
  1. grill
  2. front wheels (to remove fender liners. It can be done without removing the wheels but it's easier if you do)
  3. fender liners
  4. bumper cover
  5. (on the V10) the air ducts and filter boxes

Removing (and fitting) the tray's rear two mounting bolts requires patience and a variety of small sockets and open spanners.
